CMS Introduces New Tool for Behavioral Health Outreach
The Roadmap to Behavioral Health is a companion guide to the Coverage to Care (C2C) Roadmap to Better Care and a Healthier You. Developed in partnership with the Substance Abuse and Mental Health Services Administration (SAMHSA) and the CMS Office of Minority Health (OMH), this resource offers important information to help consumers understand and connect to mental health and substance use disorder services. These resources include a number of tools to help consumers understand health coverage, important terms, and specifics related to behavioral health. No matter the type of coverage, these tools and concepts can help consumers choose the plan that meets their needs and then use it to get the care they need.
Commonwealth Submits Comments on "Association Health Plans"
Acting PA Insurance Commissioner Jessica Altman submitted comments on behalf of the Commonwealth of Pennsylvania on the federal government's proposed rule on the expansion of Association Health Plans (AHPs), highlighting several significant concerns about the proposed rule and offering recommendations to ensure that the final rule will include important consumer protections. AHPs are health insurance plans for employees purchased through an association or group of multiple small employers. The proposed rule released by the U.S. Department of Labor on Jan. 4, 2018, expands the definition of the term "employer" to give more employers the opportunity to form an association to buy insurance in the large-group market. The proposed rule is aimed at small businesses and self-employed individuals as an alternative to purchasing insurance through the Affordable Care Act's (ACA) small-group or individual markets. The PA Insurance Department has recommended that the federal government delay implementation of the final rule until 2020. Acting Commissioner Altman says "The proposed rule, if finalized as drafted, would result in greater barriers to high-quality coverage and decreased affordability for many consumers" See the letter sent to Secretary of Labor R.
